Garda Information regarding VIP visits and Events during May 2011

A number of high profile VIP visits and major events are due to take place at various locations around the country during the month of May.

These will primarily be focused on Dublin City, Cork City, and Counties Tipperary, Kildare and Meath and include:
Ø State Visit to Ireland by H.M. Queen Elizabeth II and H.R.H. The Duke of Edinburgh: 17-20 May 2011
Ø Visit to Ireland of US President Barack Obama: 23-24 May 2011
Ø UEFA Europa League Final: Aviva Stadium, Wednesday 18 May 2011
Ø Republic of Ireland v. Northern Ireland: Aviva Stadium, Tuesday 24 May 2011
Ø Slane Concert (Kings of Leon) 28 May 2011


Comprehensive policing plans are in place for all of these events to meet the public safety, security and traffic requirements associated with them.

Over the next two weeks Gardai will issue information to the public on an ongoing basis in respect of each event and location, including details of any traffic and parking restrictions, diversions and/or road closures and crowd safety advice.

Our priority is to ensure the safety and security of all individuals and members of the public attending events as well as keeping commuters and general traffic moving and commercial activity operating as normal. We are working with local traders and businesses to minimise disruption to their workers and customers and are liaising closely with all of our partner agencies, including local councils and public transport companies.

In addition to providing specific detail on each location at the appropriate times, An Garda SÃ*ochána is issuing the following general information and advice to members of the public:

The visits of HM Queen Elizabeth II and of the President of the United States will involve substantial security operations. As a result the public can expect traffic and parking restrictions, diversions and/or road closures in the vicinity of any location which is on their respective itineraries. These restrictions will commence in advance of the visits. Following on from local consultation with business and residents in the key areas, a process of public notification of affected areas commences today and will continue over the next ten days (please see below).

Commuters should use public transport where possible. There will be changes and modifications to some public transport routes and these will be notified by the public transport operators. The public is asked to check information available from the public transport companies (Dublin Bus, Luas, Irish Rail, Bus Éireann) for updates on routes and timetables closer to their journey times.

Any private and commercial vehicles seeking to access Dublin city centre may face delays and they may also encounter parking restrictions when they reach their destination. Private and commercial vehicles seeking to cross the city are encouraged to use the existing orbital routes and also to follow diversions.

Pedestrians in city centres will be limited to crossing streets and roads at designated crossing points due to the erection of barriers along key routes. In addition, pedestrians may for security reasons be subject to search by members of An Garda SÃ*ochána at specific points.

In addition members of the public should confirm appointments or check opening hours of any destinations in public buildings prior to travelling.

GardaÃ* will maintain a high, visible presence across the next two weeks to assist members of the public who wish to view the visits and/or attend events and to minimise disruption to workers, shoppers, students and visitors to the city centre. We would ask members of the public to heed the advice and instructions of gardaÃ* and we thank them in advance for their cooperation.

Iarnród Éireann has advised customers that rail services will operate next week across DART, Commuter and Intercity throughout the events surrounding the visit of HM Queen Elizabeth II to Ireland, and the UEFA Europa League Final.

There will be some alterations however, which are being introduced following Garda request, to address security considerations.



Visit of HM Queen Elizabeth II to Ireland

All services will operate, and those attending events associated with the visit of HM Queen Elizabeth II to Ireland are advised to use rail or other public transport, and to travel in good time for events.

There will be some brief suspension of services between Connolly and Pearse at the request of GardaÃ* for security reasons, at the following times:

Weds 18th May: 10.45hrs-11.15hrs; 14.30hrs-15.00hrs, 15.30hrs-16.00hrs

Thurs 19th May: 17.30hrs-18.15hrs, 19.45hrs-20.15hrs

We will work with the GardaÃ* to ensure service impacts are shorter than these times and kept to an absolute minimum.

During these times, northside services will operate from Howth / Malahide and Drogheda to and from Connolly Station; and Southside services will operate from Bray and Greystones to and from Pearse Station, meaning customers will still be able to travel to and from the city. There will also be delays to Maynooth line services.

Further service information, particularly relating to Thursday evening, will be updated early next week.



On Wednesday 18th May for security reasons, Maynooth services will not serve Drumcondra Station between 10.30hrs and 16.00hrs. Trains will operate to a full schedule, but will not stop at Drumcondra.



All other rail services will operate, with some minor delays possible.



Europa League Final

At the request of the GardaÃ*, for security reasons, Lansdowne Road Station will be closed from 17.00hrs to 20.00hrs on Wednesday 18th May, the evening of the UEFA Europa League Final.

Customers should travel to and from Grand Canal Dock Station or Sandymount Station during this time.

Otherwise, normal match arrangements will apply, including:

- Lansdowne Road Station will reopen at 20.00hrs

- Grand Canal Dock Station will be closed from the start of the match until 90 minutes after the match ends

- Additional DARTs will operate before and after the match

- No bicycles will be carried on DART and Commuter services on this evening.

Disruption to some Dublin rail services

TRANSPORT: THERE WILL be some disruption to rail services as a result of the Queen’s upcoming visit. These follow a request from the Garda for security reasons.

Although all routes will operate, there will be some suspension of services between Connolly and Pearse stations on Wednesday, May 18th between 10.45am and 11.15am; 2.30pm and 3pm; and 3pm and 4pm; and on Thursday, May 19th, between 5.30pm and 6.15pm; and 7.45pm and 8.15pm.

During these times, northside services will operate between Howth and Malahide and between Drogheda and Connolly station, while southside services will operate from Bray and Greystones to and from Pearse station. There will also be delays to Maynooth line services on May 18th: trains will operate to a full schedule but will not stop at Drumcondra station between 10.30am and 4pm.

An Iarnród Éireann spokesman said all other services would operate normally, with minor delays possible. As a result of the Europa League Final, Lansdowne Road station will be closed from 5pm to 8pm next Wednesday. Customers are advised to travel to and from Grand Canal Dock station or Sandymount station during this time. Otherwise, normal match arrangements will apply.

The North and South Quays will close at 09:00hrs and will remain*closed until 17:30hrs approximately while the Royal visitors attend several locations around the city.* As each location is visited local diversions will apply.

The following diversions in the table will apply from 09:30hrs to 21:00hrs approximately but will be superseded by the unique diversions listed below the table.

Luas Service Arrangements for the visit of H.M Queen Elizabeth II


The Luas Green Line will operate a normal service during the visit of H.M Queen Elizabeth II.

There will be service disruptions on the Luas Red Line ( Tallaght to Connolly and The Point Stops) on Tuesday May 17 2011. The Luas Red Line service will run as normal between Tallaght and Connolly until 13:00pm.

From 13:00pm till 17. 15pm service will operate between Tallaght and Blackhorse Stops only.


Please also note, Luas Abbey Street Stop on Tuesday May 17 will be closed from 5.30am to 17:15pm


Passengers are advised to watch this website for updated information.


Similarly, there will be Red Line service changes on Wednesday May 18 2011.


Luas Red line service will operate normally from Tallaght to Connolly stop until 8.25am.


From 8.25am till later in the evening, approximately 16.25pm the service will operate between Tallaght and Blackhorse Stop only.


Luas tickets will be valid on Dublin Bus throughout the periods of service disruption only.

Luas is working closely with the GardaÃ* to ensure minimum disruption to Luas Customers. The times below are approximate. When there is a change to service we will only be able to recommence service when we are permitted to do so.


Tuesday May 17th 2011

The Luas Green Line service (Brides Glen to St Stephen’s Green) is operating a normal service today.

The Luas Red Line service ( Tallaght to Connolly/ The Point) is operating a full line now till last tram at 0.30am.

Passengers please note there may be delays on the Red Line.


Wednesday May 18th 2011

The Luas Green Line Service (Brides Glen to St Stephen’s Green) will operate a normal service.

The Luas Red Line (Tallaght to Connolly /The Point) will operate a normal service between 05.30am and 8.25am

From 8.25am to 11.30am service will operate between Tallaght and Blackhorse stop.

There is no service between Blackhorse and Connolly / The Point.

From 11.30am to end of service 0.30am full line service will resume. Trams will operate Tallaght to Connolly/ The Point.

Passengers please note there may be delays on the Red Line during the course of service.


Thursday May 19th 2011

The Luas Green Line Service (Brides Glen to St Stephen’s Green) will operate a normal service.

The Luas Red Line service (Tallaght to Connolly/ The Point) will operate a full service with the exception of the hours 4.30pm to 8.30pm, where the line will run from Tallaght to Connolly only. No service to The Point.

Spencer Dock stop will also be closed from start of service at 05.30am to 8.30pm.

Luas are working closely with An Garda SÃ*ochana and the information stated above may change.

Luas Red Line returns to normal after alert

All services on the Luas Red Line have returned to normal after a security alert in Dublin.

The army bomb disposal team was called in after a suspicious device was found.

The suspect package was examined near the Luas line at Davitt Road in Inchicore.

A spokesperson for the Defence Forces said the device was a hoax.

All Luas stops on the canal were affected.

Separately, there was a security alert in Maynooth, Co Kildare, overnight after a viable explosive device was found.

It was discovered on a bus outside the Glenroyal Hotel just before midnight.

A spokesperson for Bus Éireann has confirmed the device was discovered on a bus bound for Dublin from Ballina, Co Mayo.

The bus was operated by a private operator contracted by Bus Éireann.

GardaÃ* have said the device was a type of pipe-bomb. It was viable, but not primed.

They believe the device and the subsequent hoax calls were designed to disrupt, not to injure.

A warning call was made and there were 30 passengers and a driver on board when the device was found at 9.30pm.

All were safely taken off the bus and transported to Dublin in another bus.

The device was later made safe by an Army Bomb Disposal Team.

Roads which were cordoned off during the incident have since re-opened.

SECURITY: DISSIDENT REPUBLICANS have disrupted the security operation around Queen Elizabeth’s State visit with incidents involving hoax and viable explosives devices including security alerts at courthouses and railway stations.

Rail services were affected yesterday afternoon after security alerts at Drogheda station. Phoenix Park station in Dublin was closed at 11am when a suspect device, later found to be a hoax, was found.

There was a security alert on the Luas red line in Dublin at 6am when a suspect device was found onboard near Davitt Road in Inchicore, south Dublin.

The Luas was evacuated and all services along the canal were cancelled for a period. Army bomb disposal experts examined the device, which was a hoax.

The only incident that involved a viable device occurred in Maynooth, Co Kildare, when a search of a bus yielded a pipe bomb.

The coach was contracted by Bus Éireann and was carrying about 35 passengers from Ballina, Co Mayo, to Dublin when calls were received by gardaÃ* warning of a bomb on board.

Dissident republicans have disrupted the security operation around Queen Elizabeth's State visit to the Republic with six incidents involving hoax and viable explosives devices and bomb threats against court houses.

This morning there was a further security alert on the Luas red line in Dublin when a suspect device was found onboard near Davitt Road in Inchicore, south Dublin.

Luas is working closely with the GardaÃ* to ensure minimum disruption to Luas Customers. The times below are approximate. When there is a change to service we will only be able to recommence service when we are permitted to do so.

The Luas Green Line Service (Brides Glen to St Stephen’s Green) will operate a normal service.

The Luas Red Line service (Tallaght to Connolly/ The Point) is operating a full service with the exception of the hours 3.30pm to 8.30pm, where the line will run from Tallaght to Connolly only. No service to The Point.

Please also note that Spencer Dock stop will also be closed from start of service at 05.30am to 8.30pm today.
