So are IE going to compensate holders of commuters or will we just be given the finger like usual?

All tickets booked for those dates will be refunded if the strike goes ahead
For monthly/annual ticket holders vouchers will be issued and these may be redeemed for cash at a booking office. Rail tickets will NOT be valid on Dublin Bus during the strike, if it happens

Can't see any mention of that on the IE website. How will these vouchers be distributed? Is there some sort of application process?

Any reason why it's a secret (when they're up front regarding non-monthly/yearly ticket holders being affected by the strike)?
