There is some history about this

The census started out under the DTO for Dublin as a review of commuter flows to get an idea of patterns and demand

The second Tuesday of November was selected as a representative commuting day, there being no holidays that month and all schools and colleges would be open, so 'worst case' so peak commuter numbers

Along came the NTA and went national, of course for year to year comparison you have to stick with the November date
