If you are willing to take the legal challenge you can resolve that question. Under EU law Midleton and Carrigtwohill are not considered unstaffed as they have ticket selling machines. You must obtain a ticket before boarding if it is possible to obtain a ticket

If there is no way to buy a ticket before boarding there is no risk of a penalty fare, long term they should all get TVM's.
