If it was a pipe bomb, in such a position it posed only a slight risk to rail users. Its real risk would be if it was detonated (typically by a lighted fuse or impact), especially in a confined space.

The vast majority of such incidents are of criminals against other criminals, although luckily most don't detonate. However, whether it has detonated or not it should be considered highly unstable and not approached. Contact the Garda immediately and clear the area.
