During the review Transport21 was announced. This sets out a full timetable for transport developments within the next 10 years. Within the first five years – to 2010 – substantial additional capacity will not be added to the rail network (Kildare Rail Project serving Adamstown being the main one), except if additional trams are included in the extensions of the Luas system. This implies that most of the patronage growth in the short term will be handled by the bus network if present patterns of movement are to be maintained.
Shows how much thought was put into T21 when there is no mention of buses in the plan but there is no extra rail capacity for another 5 years
