I've seen a few times when the Japanese sets are opened/unlocked a couple of seconds before the train has come to a complete halt.

Common sense and not rules dictate that train should be stopped before doors open.

Try the Paris metro when the train could be still moving at a fair pace before stopping |
Extreme safety dictates that the doors can't be opened until the train is stopped and brakes are locked. This would slow operations down and make journey times less competitive so more people would drive which would result in an overall increase in road deaths.
Back in the days of slam doors one or two people were killed every year falling out of trains which were probably mostly suicides so the situation nowadays is vastly improved. I can remember as a student seeing people regularly jumping out of the Sligo train at the short down platform at Edgeworthstown because it use to take about 5 minutes to work your way up the overcrowded 1810 service. |
Not to go to off topic but what system does Luas have, the doors ore unlocked (lights indicate anyway) before the tram stops however they don't actually open until it's stopped.

luas always stops first from my experiance.
